HPOA's Board of Trustees is currently led by Sergeant Emmanuel Vélez, an 8 year member of the Cleveland Division of Police, and mostly made up of active Cleveland Police Officers. The executive board meets regularly to organize and spearhead events throughout the year. All members are non-paid volunteers who strongly share a desire to advance HPOA's mission for the betterment of the community.

The Hispanic Police Officers' Association is an organization of police officers and public safety employees committed to the ideas of education, charity, and volunteerism through allegiance to our community and our family.

Our goal is to develop and strengthen the relationship between law enforcement officers and the Hispanic community. We believe that we can greatly impact our community by keeping citizens informed of employment opportunities within the Public Safety sector and offering general information on safety programs within our neighborhoods. 

Part  of  Our  Story...

The Hispanic Police Officers' Association (HPOA) was founded in 1986 by retired Cleveland
Police K-9 Officer Antonio Colón. With Colón's persistent work and dedication throughout
the years, the HPOA was able to evolve into an organization of professionals who share a
desire to build effective communication and interaction among public safety
personnel, their families, and the surrounding community.
